San Francisco’s school board voted 5–2 on October 13 to direct development of a neighborhood-based elementary enrollment system. The change would replace lottery-based assignment for students entering in 2028–29, according to the district’s announcement.

What families should know

The proposed approach would assign families a school using their home address, while retaining access to specialized programs across the city. It does not change assignments immediately: policy details still require final approval.

The district plans to launch the new process in October 2027 for the following school year. Families preparing applications should follow official enrollment instructions while the policy is developed.

Predictability and access

The San Francisco Chronicle’s reporting on the vote describes a central disagreement: whether a more predictable local placement will compensate for reduced choice. Parents raised concerns about access to schools outside their neighborhoods and differences in school quality. Supporters argued that neighborhood enrollment could strengthen community participation.

The next decisions

SFUSD says it will redraw attendance boundaries, assess capacity and gather community feedback. Staff will also plan investments addressing historical underinvestment and staffing stability. A draft policy is expected in March 2027, followed by a final vote scheduled for April 13.

The practical test will be how the eventual boundaries, program access and resource decisions work together. The October vote sets a direction; it does not settle those implementation questions.
